어느 사회단체가 오바마에게 보내는 편지 中에서

무역 : 우리는 나라간 무역이 적절한 조건 하에서라면 상호이익을 증진시킨다고 믿습니다. 그러나 인민보다는 기업의 이익을 배타적으로 증진시키는 목적으로 설계된 현재의 모델은 근본적인 결함을 지니고 있습니다. 첫 번째 조치로 현재의 조약들을 총체적으로 재점검하여야 합니다. 그리고 모든 계류 중인 FTA들에 대한 시도들은 연기되어야 합니다. 우리의 주장은 햄프셔 사회연대의 멤버에 의해 작성된 미 대륙을 위한 총체적인 대안이라는 문서에 명시되어 있습니다. 시급히 재고될 필요가 있는 두 가지 영역은 투자와 농업입니다. 투자에 대한 조항들은 각 정부들이 삶의 수준을 향상시키도록 하는 것에 집중되어야 합니다. 현재 (각 FTA 문서에: 역주) 적혀있다시피 투자에 관한 조항들은 초국적 기업들과 자본들을 통제하려는 정부의 능력을 제약하는 구속복의 기능을 수행하는, 거의 정반대의 기능을 수행하고 있습니다. 현재의 규칙은 정부가 식량안보와 주권을 보호하지 못하게 금지하고 있습니다. 이 경제위기는 ‘자유 무역’ 모델이 약속했던 이익들에 대해 심각하게 의문을 제기하고 있습니다.

Trade:  We believe that trade between our countries can, under proper conditions, bring mutual benefits.  However, there are fundamental flaws in the current model which was designed exclusively to promote the interests of corporations rather than people. A comprehensive re-visiting of existing agreements must be the first step, and movement on all pending FTAs must be postponed. Our concerns are articulated in the comprehensive Alternatives for the Americas  document, written by members of the Hemispheric Social Alliance.  Two areas which demand urgent rethinking are investment and agriculture.  Investment provisions must focus on empowering governments to raise standards of living.  As currently written, investment provisions do nearly the opposite and function as a straitjacket, limiting governments’ abilities to control transnational corporations and capital.  Current rules inhibit governments from protecting food security and sovereignty. The economic crisis brings into serious question the benefits that were promised under the ‘Free Trade’ model.[A New Course for the U.S. and the Americas]

    국가의 장벽을 건너뛰어, 자본의 문제를 짚고 있는 점이 눈에 띄네요.
    만약 역으로 한미 FTA가 한국(자본)에 절대적으로 유리하게 설계돼 있다면 국익이다 어쩐다 흥분할 사람도 적지 않을 텐데(흔히 말하는 ‘진보’ 세력 중에서도).

    뭐 현재의 조약을 가지고도 국익을 말하는 사람들도 많이 있지만 OTL…
