패니메와 프레디맥의 성장과 몰락

워싱턴포스트가 특집으로 꾸민 How Washington Failed to Rein In Fannie, Freddie를 일부 발췌하여 재구성하였다.

목적

클린턴 행정부는 1980년대 내내 65% 이하에 머물러 있던 미국인들의 주택보유 비율을 높이고 싶었다. 두 회사의 성장을 독려하는 것이 이 계획의 핵심 중 하나였다.
The Clinton administration wanted to expand the share of Americans who owned homes, which had stagnated below 65 percent throughout the 1980s. Encouraging the growth of the two companies was a key part of that plan.

부시 대통령은 “소유 사회”를 만들 것을 선언했다. 그리고 이 회사는 1천만 명 이상의 미국인들이 그들의 첫 주택을 사게끔 한다는 목표를 달성하기 위해 행정부를 도왔다.
President Bush had pledged to create an “ownership society,” and the companies were helping the administration achieve its goal of putting more than 10 million Americans into their first homes.

미신

그러나 무엇보다도 — 패니메와 프레디맥이 공격적으로 퍼뜨린 것이거니와 — 그들의 성공이 바로 미국에서의 주택보유 확대와 뗄 수 없는 관계라는 광범위한 믿음이 이들 회사를 보호해주었다. 그 믿음은 너무나 강해서 많은 율사들과 감독자들은 어느 한 기관의 실패에 의해 그 이상이 지니고 있는 위험을 깨닫지 못했다.
But most of all, the companies were protected by the belief widespread in Washington — and aggressively promoted by Fannie Mae and Freddie Mac — that their success was inseparable from the expansion of homeownership in America. That conviction was so strong that many lawmakers and regulators ignored the peril posed to that ideal by the failure of either company.

경쟁력

Congress also wanted to free up money for Fannie Mae and Freddie Mac to buy mortgage loans and specified that the pair would be required to keep a much smaller share of their funds on hand than other financial institutions. Where banks that held $100 could spend $90 buying mortgage loans, Fannie Mae and Freddie Mac could spend $97.50 buying loans.

패니메와 프레디맥은 거의 돈을 찍어내는 권리를 가진 거나 진배없었다. 그들은 정부가 상환을 보장해줄 것이라는 인식을 기초로 시장금리 이하로 자금을 조달하였다. 그리고는 이 자금을 시장금리를 지불하는 모기지를 구입하는데 썼다.
Fannie Mae and Freddie Mac enjoyed the nearest thing to a license to print money. The companies borrowed money at below-market interest rates based on the perception that the government guaranteed repayment, and then they used the money to buy mortgages that paid market interest rates.

부패

공공기관과 사기업이의 장점을 동시에 누리는 행운에 힘입어 패니메와 프레디맥은 그들의 초과 이윤으로 그들을 지배하여야 하는 정치가들을 매수하는데 썼다. 이 회사들은 그들의 친구들과의 관계를 깊게 하고 그들의 적들을 쫓아냄으로써 늘어가는 규제를 성공적으로 물리쳤다.
Blessed with the advantages of a government agency and a private company at the same time, Fannie Mae and Freddie Mac used their windfall profits to co-opt the politicians who were supposed to control them. The companies fought successfully against increased regulation by cultivating their friends and hounding their enemies.

So the companies increasingly used their windfall for a massive campaign to protect that status. “We manage our political risk with the same intensity that we manage our credit and interest rate risks,” Fannie Mae chief executive Franklin Raines said in a 1999 meeting with investors.

느슨한 규제

의회는 미국 연방주택기업감독청(the Office of Federal Housing Enterprise Oversight:OFHEO)이라는 허약한 규제자를 만들기로 결정한다. 이 기관은 의회의 승인을 통해 예산을 배정받아야 한다. 반면 은행들을 규제하는 기관들은 자신들이 스스로 예산을 배정한다. 이로 인해 의회와의 결탁을 통해 압력을 행사하기가 쉬워진다.
Congress chose to create a weak regulator, the Office of Federal Housing Enterprise Oversight. The agency was required to get its budget approved by Congress, while agencies that regulated banks set their own budgets. That gave congressional allies an easy way to exert pressure.

몰락

패니메와 프레디맥의 위험한 대출에 대한 식욕은 점점 더 탐욕스럽게 자랐다. OFHEO가 2007년 1월 빨간 깃발을 쳐들기 전까지 많은 차용자들이 빚을 갚지 못하고 파산하였고 패니메와 프레디맥은 몇 달 안에 손실을 커버할 돈이 말라가기 시작하였다. 마침내 신용위기가 가속화됨에 따라 의회는 두 달 전에 이 회사들에 대한 강하고 새로운 규제자를 설립하는 법안을 통과시켰다. 이미 너무 늦었다.
Fannie Mae and Freddie Mac’s appetite for risky loans was growing ever more voracious. By the time OFHEO began raising red flags in January 2007, many borrowers were defaulting on loans and within months Fannie Mae and Freddie Mac would be running out money to cover the losses. Finally, as the credit crisis escalated, Congress passed a bill two months ago establishing a tough, new regulator for the companies. It was too late.
